No, this does not time out after 6 months.

That is only true if it was described as a PENALTY charge, which CEL ones are not.

When challenged at POPLA, CEL couldn't produce a contract:-

    Update ;

Last Friday I missed a phone call from a Warwick code, returned the call. It was from QDRS Option 1 pay your fine. Option 2 speak to an advisor. So I hung up !

Today I received a text from QDRS asking to follow the link, which asked for name & postcode, so I ignored.

My question is I get CEL and the likes can get your reg no. from DVLA even though its not a police offence, but how the hell can they get your phone number and what grounds to I have to use this as harassment ??

They can easily get your phone number, have you not heard of 118 118 and 192.com?

It would be harassment if they called you at 3 a.m, several times a day, or at work, but the odd telephone call is not harassment.

Try a bit of harassment yourself, complain to your MP, Trading Standards, local papers and radio stations, and the local tourist board.

On 15th March 2019 a Bill was enacted to curb the excesses of these private parking companies. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, and persistent offenders denied access. Hopefully life will become impossible for the worst of these scammers.

Until this is done you should still complain to your MP, citing the new legislation.

Just as the clampers were finally closed down, so hopefully will many of these Private Parking Companies.
You never know how far you can go until you go too far.

QDR can do a 'soft search' for your details to check addresses etc, and your phone number might be listed by your bank or phone provider on your credit record. This is allowed.

But to stop them, text them once telling them that this is a child's phone and to stop contacting the phone bill payer via a child's phone, and to cease and desist ALL contact except for letters to you address for service (confirm postal address).

Please no reply telling me it's not a child's phone...that really is not the point of removing these scum people.

Had my first phone conversation with QDR today, asking for me, obviously lol !

They asked me to answer some security question ?
I replied you rang me so why do you want my details when you already must have them ?
He replied we need to confirm who you are ?
I replied I will not give you any details until you tell me what this call is about?
He then replied there will be a letter in the post and hung up !!!!

    Friendly are they not !

You'd be better off dealing with a local councillor. Either your local councillor, depending on where you live, or the councillor for Arwenack (which is the ward I suspect Custom House Quay is in). https://www.falmouthtowncouncil.co.uk/ gives you a list of your councillors if you live in Falmouth (if not, just google your town / parish council and see who to contact). I reckon they are far more tenacious than the average MP.

Update :: After the original phone call from QDRS, I've had another call from QDRS asking for security questions, stating I refused to give my details when you rang me, this could be a scam. So unless you tell me what it regards to then there is no more to discuss, she hung up !!

The call was 24th April. I've heard nothing since !!
