In accident and not at fault but problem with my insurance

    It was Hiscox, but they have withdrawn from UK motor insurance because of Brexit. Now with Chubb.

    You can still claim for personal injury off of the negligent party, despite not being insured. You will likely need the drivers full name and address as essentially you (or someone representing you) would sue them via the courts. They then forward this to their insurance company
    If you know their insurance company you can contact them directly but they might not accept liability easily.

    As others mentioned, your friend can claim off of the other driver for his loss (car repairs)

    Let's hope the police don't charge them as well. Allowing someone to drive your vehicle without insurance also carries 6 points and a fine.

    Adrian Flux set it up through the insurer they used for me for about £30 extra per year. (forgot who they are)

    There is no reason to complain. The "have use of other car" question in the insurance proposal just ask whether the OP is insured to drive another car (maybe work or partner's van) and does not mean the insurance will cover the use of another car. For example, on moneysupermarket, the question is "Do you drive any other car?" which is less ambiguous compared to "have use of other car". The question is only used in the statistical model used to calculate the risk and price the insurance.
