Ok, spoke too soon, the keeper received a letter today (20/04/2019) dated 16/04/2019 which rejects the online appeal. 2nd class envelope, so timed to arrive on day 28, but arrives on day 30, not sure this really matters?
EPS are demanding a payment of £100 before 30/04/2019. They will not accept further appeals, but say the keeper is welcome to appeal to the Independent Appeals Service (IAS), but it must be within 21 days and if the keeper chooses that option the parking charge will automatically increase.
The keeper believes the only option now (as highlighted above) is to ignore all further correspondence including debt collectors and wait for the letter before claim.

The keeper complained to two of the stores (Tesco & Greggs) who both had similar responses whereby they apologised, but had no jurisdiction to take any action. The other ones are SME’s (no complaints). Not sure if they collectively own the land or if it’s a separate entity, but will do some research. Would it be the MP for the area where the car park is located (not the keeper’s local MP)?

No updates yet, I’m just requesting some advise. The keeper has been told by a work colleague that the outstanding parking fine will effect the keeper’s credit rating. Is this true?

The work colleague is deluded if they don't understand the steps needed (including you losing then choosing not to pay, or ignoring a claim form) before a CCJ arises!
