Locked phone ignored by Police officer

Ok, here’s an update:
1.Police admitted that is was PCSO’s responsibility to inspect the phone and verify if it was reported stolen/lost/crime related. They are still processing my complaint, but I was advised that the correct procedure is that once Police inspect the item, if it’s found to be “clean” (in this case I could assume this after a statement by the PCSO) and they can’t trace it to the rightful owner (also the case) I can use it, sell it (yes, sell) or dispose it in any other way, so I was allowed to donate it or sell it, based on the assumption given by the PCSO.
2.CEX asked me to provide the case number and unlocked my account, as this was a genuine error by the PCSO, not mine, so my account is unlocked. I don't know if CEX verified the claim with the Police, but as stated above I was requested to provide the case number.
3. CEX will not check the phone without the full membership which will be locked if it's on the lost/stolen list, so, no I could not just ask them to check the item.
4. The phone will be handed to the nearest police station in relation to my complaint.
