He is not necessarily being given a hard time for trying to sell it.
He is being given a hard time because he is blaming the PCSO for his CEX account being banned and wanting this ‘investigating’
They have no responsibility for that! No one did anything ‘illegal’ or ‘wrong’ but you cannot day the PCSO is responsible for his CEX account0 -

It's not dishonest but that doesn't change the fact the phone wasn't theirs to sell. If you find a wallet on the floor with money in it, it's not yours to take regardless of whether you can trace the owner or not.0 -

It was his to sell, same as a wallet would be if the police can't find the owner and return the lost property to the finder.0 -
