HELP with unique accident

Looks to me that your friend needs a trip to Specsavers before retaking his driving test and you need to look at yourself in the mirror.
It reads to me like a classic crash for cash attempt. Driver looks to cause accident, has convenient witness to hand,has accomplice intimidate other driver and his passengers and looks to find fault with anyone or anything.
Given it's a narrow residential street I would hope your friend was traveling at an appropriate speed for the conditions, say 20mph max. How did he not see another vehicle approaching? At best he was driving without due care and attention.
Implying that the passengers "didn't want to be witnesses" is laudable at best. How many passengers, paying or not, take the time to observe every action of a driver or indeed road conditions etc? How do rear passengers get a clear view?
Following the "Unique accident" you feel it acceptable to approach the other driver and worse still his passengers? You also feel it makes a difference that the other driver is a taxi driver, what makes you think that?
Whilst the majority on MSE forums look to save money on insurance it is people like your friend and yourself who are responsible for increasing premiums in the first place. No doubt your friend also has whiplash, is taking time off work and is suffering from anxiety as a result of this unique accident.
I'd be interested to know what the attending officer made of this as I'm sure your friend thought to call the Police and inform them that he and the other driver were causing an obstruction on the carriageway that effectively closed the road to other road users.0
