The speeds are governed by all kinds of factors, mostly by whats in the network between you and the exchange. Lots of cable, some of it could even be old aluminum type which is not good for it's transmission quality and slowly being replaced by Open Reach, cable joints, cabinets, DP's etc etc. So as has been said on here the end result is quite different to what ISP's quote. As for the new rules, just introduced, then let's see what happens, sad to say probably very little.0

You also need to factor in that OFCOM introduced new rules that you may leave any ISP if they cannot get your speed up to the minimum(guaranteed) speed quoted within 30 days of you reporting an issue. (only applies to new contracts)
The code is voluntary but Plusnet/TalkTalk/BT are among the people who signed up for it.
So it isn't in an ISPs favour to over estimate the minimum speed.
That's a very good point. Although if you're going to advertise minimum guaranteed speed of a measly 1.7mb then I would think it's better to opt out of OFCOM guideline.0
