    Well it can be possible if you report them to Steve Clark at the BPA, given that you clearly did appeal on day 28 going by the date of the notice, which wouldn't have even arrived until around 12th Feb.

    I am writing an email to Mr Clark right now,but am not sure how exactly to word it.

    Can he tell PCS they have to conform to their own rules and therefore accept the appeal?Or is this just a case of reporting their malpractice?
