Available online and far more comprehensive than anything you'll be told on here.
Then take your multitude of questions to a solicitor if you feel you have a valid challenge.

These are for children with SEN, my son has one. No idea why you appear to be grabbing at money straws again,0 -
My daughter also has one because she has a EHCP. She has one2one support at college 4 days a week. She doesn't see any of this personal budget because it's paid directly to them. With this she would be able to attend college.
This is completely different to the personal budget she has for the support and respite at home.0 -

Same, his personal budget goes direct to the OT and short breaks service. Don't get any money.0 -

As far as i know no one receives any of the money for the personal budget for education.0 -

Firstly, it's not for me its for someone else who is unable to use a computer. It's good to know the local authority is assisting for health, education and social care needs. People i speak to don't know direct payments exist.0 -
