Its difficult without seeing the paragraph for context.
It may mean that C is asking the court to use their wide discretionary powers to subvert the clear rules of the CPR (also known as the white book).
I would argue that to use their discretion in that way is to undermine the integrity of the rules, which are clear. The rules are there for good reason. These are reasonably straightforward disputes and were it otherwise there'd be nothing to stop you retaining Mischon de Reya (or some other London firm) and instructing a QC for the hearing.
C issues many of these cases each year, which are conducted by staff who are not or not fully legally qualified (generally speaking - it's easily checked). They could issue their claims in-house, sending an employee. There is no reason to have instructed an external law firm and the PPC does so, probably for convenience, but in the knowledge that those costs are excluded under the CPR.0 -

If you've posted (especially to the claimant], did you get a free certificate of posting from your PO counter to confirm that?
If by email, how many pages, as many courts have a maximum they will print? If it's a large file, the Judge may only get the 'x' pages max allowed by the court.Please note, we are not a legal advice forum. Isn't the court close to where you live? How far away is it from you? Did you choose your local court when you responded to the DQ?

Some courts are hearing only and all the admin is centralised. In my case I had to send my bundle to Stoke on Trent even though the case was heard at Stafford

My home County is a very large one up north. All Court paperwork I have received and sent is addressed to this Court.
If by any chance they have not got my bundle, I will have to bite the bullet and make a trip.
