The UK legal system is not involved at all in a Spanish speeding offence.
Somebody breaks the speed limit in Spain.
The offence is deal with in a Spanish court, under Spanish law.
If the outcome of that prosecution is a fine, then the fine can be enforced internationally.
It's exactly the same as if a Spanish driver breaks the limit in the UK. The Spanish courts don't get involved at all. UK courts deal with it under UK law, and the penalty can be enforced internationally.0 -
I drove back from Spain on the 20/03/2020 doing 121km/h in a 90km/h zone I received a speeding fine for 300 euros 4 months later, saying if I pay in the next 20 days then the payment would be 150 euros, this sounds a little expensive to me, not sure I want to pay it, but worried I might not be able to go back into Spain, also they want my passport number, is this normal?0

Yes asking for a passport number is normal.
A Spanish resident will be asked for their N.I.E number which again identifies them.
Had one speeding myself in Spain and they sent a picture of the car with the payment demand.0
