If it is the original PARKING CHARGE NOTICE (NOT one headed 'Reminder') and has no paragraph about the keeper being liable after the period of '28 days beginning with...' (ParkingEye put that on the back above the Appeals bit) then it's a non-POFA one, so no need to obsess about the dates.

You don't need to show it to us; as long as you are looking at the PCN, not the one headed 'REMINDER' then that's a golden ticket.

Ok so at first instance appealing to PE - I am using the not notified in 14 days point on it's own yes?
Do I include that the driver did pay and was an incorrect vrm?0 -

Please could anyone help with my last question. I am going to appeal to PE first and just wanted to know do I submit there a big appeal i.e. war and peace chapter, or just short bullet points?
Also my points are they to include the bits on signage land ownership etc? What about the driver having input the wrong vrm/forgetting to but definitely paying for the time they stayed. I don't want to miss anything for them to later say I cannot include it, but at same time do not want to jeopardise it with seemingly weak or, to them, irrelevant argument.

How does this look for first stage appeal, can someone please check:
As keeper of the vehicle, I refer to your parking charge noticed received on 20/02/2018 in reference to an alleged event on 02/02/2018 which took place 18 days before. I contend at first instance that this notice has not been delivered within the 14 days required by the Protection of Freedoms Act (2012).
The parking charge is fully disputed and any liability or contractual agreement is denied. In view of the same I will be referring to this matter in a formal complaint to my local MP and the landowner.
No admissions as to who was driving will be given and and no assumptions can be drawn. In response to this appeal as the allegation concerns a pay and display ticket machine you must disclose all data including records of payments made including partial vehicle registration numbers and an explanation for the basis of the parking charge, because the notice itself is vague and does not explain it.
Your notice vaguely alludes to an alleged overstay of minutes, although the notice is uncertain if that is the case. If that is it’s case your evidence must include the actual grace period agreed by the landowner. If you fail to evidence the actual grace period that applies at this site or suggest that only one period applies, this will be disregarded as an attempt to mislead. In the absence of evidence, it will be reasonably taken to be a minimum of twenty minutes (ten on arrival and ten after parking time) in accordance with the official BPA article by Kelvin Reynolds about 'observation periods' on arrival being additional and separate to a 'grace period' at the end.
In all cases, you must include a close up actual photograph of the sign you contend was at the location on the material date.
