I haven't ever used Tandem for larger sums myself, so can't comment on deposits and withdrawal times. I doubt, however, it's better than Chip because Chip are lightning fast.
I have never heard anyone mention reviews of incoming payments until Kroo appeared on the scene. I would say it's unlikely that Tandem do them, especially as they only allow deposits from your own, verified, accounts. So incoming reviews would be senseless (though that doesn't stop Kroo from doing them).1 -

Perhaps the next few weeks may be a better time to apply for the Kroo account when demand has decreased. If they ever do increase their rates (they probably will), you'll already have an account.

I would expect Tandem has similar deposit limits for the pull-in method, as they are also using Truelayer for it. You would be able to send higher amounts by using normal Faster Payment.1 -
