Would there not be some paper trail like a court order to give the account holder some visibility about the action taken by the bank or another agency on the funds on the account?

At some point a trigger point would be hit, e.g. court application to extend moratorium period, or 6 months maximum extension period, or freezing order by NCA, whereby some court notices would be sent to the account holder?
