    Firstly, thank you to everyone who's offered advice. Unfortuntaly, so far I've made little progress:-

    1) Sainsburys say it's not their car park; (spoke to manager of store and emailed CEO)

    2) CEL have responded saying we're too late to challenge this (knew that, but thought I'd try)

    3) No reply from our local MP.

    This now hits a tricky stage, as in three weeks time we are travelling and going to be out of the country for two months. My concern of course is that IF CEL issue court proceedings we won't b here to know about it. My partner is for paying up. Any ideas?

    Then write to the CEO again. The store will pay rent to a landlord and Sainsbury's should contact their landlord/landowner to get this cancelled. The reply will now depend if you will spend further money in that store.

    there is a slight issue with this that it's not a car park that's exclusively for Sainsburys customers, its one of those in an area where there are many shops, Sainsburys local being the largest. Still worth doing?

    I'm happy to get tough with them. Love it!

    Then there will likely be a land management company with overall responsibility. If Sainsbury's manager can't / won't tell you who that is, then someone at one of the other shops will. It can seem unlikely that one of these often huge organisations will pay a blind bit of notice to a complaint about a parking charge, but in my experience they may well respond positively.

    How do I find out who runs/owns the car park at 231-235 Greenwich High Road, London, SE10 8NB?

    I live 60 miles away and my cousin who lives in Greenwich (who's errands I was running when I received the fine!), is in hospital. Sainsburys told me it's owned by Greenwich Council - I've investigated & it seems it's not.

    I've tried www searches but can't find out.

    You could phone Greenwich council .... and / or the stores & other premises served (in a manner of speaking) by the car park. The stores know who manages the land. A while back I phoned a pizza place and the bloke taking orders told me the land management company's name immediately. That was lucky, you may have to persevere a bit more but it's not like this is restricted information.

    You can read other MSE threads about this place by Googling ALL these specific words:

    A couple of people in those results were at court claim stage in 2017, but I think their cases were discontinued so they would not have seen the landowner details due to no evidence stage. If you can find one by someone who went through POPLA then they will have seen the landowner authority, if CEL contested the POPLA appeal.

    The results also show that the address might be one and the same as this one (different street numbers) as 'Starpark' are CEL:

    Look at the reviews, bottom right...dozens warning people off a cash cow site.

    I've phoned all businesses on this retail park. No-one knows who own the car park. Some of them told me they also regularly get "fines" from CEL

    I have a dilemma:

    1) Don't know who to contact next - I believe I've exhausted all avenues for protest.

    2) The vehicle is my partner's. She is sick with worry & wants to pay up. I'll happily fight 'em, but it's not really my choice.

    3) Currently thinking I need to wait for CEL's next move . . . but . . .

    4) In three week's time we are out of the country until end of May. WHAT IF A LETTER FOR COURT PROCEEDINGS ARRIVES WHILE WE'RE AWAY?

    If you were the driver, get her to name you with your full name and postal address, as the driver on the day.

    Not by phone of course, and MUST come from her.

    that would buy loads of time.

    Failing that (if you were not the driver - and do NOT lie as this might go to court) then get whoever is at home to open your post and email you.
