Tell us how the complaint goes, and do that first.
If it gets to close to day 30 from the rejection letter, do this as your POPLA appeal:your first points will be 'no keeper liability' then 'no landowner authority'. Then signage last.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

As we have heard no more from Lucy, my guess is she has either paid CEL, or simply ignored everything further they've sent, including a court claim, and she's managed to acquire a county court judgment (in default) against her and her credit rating is now trashed for the following 6 years. As I said, my guess, but more than most, this is how CEL operate.
