My suspicion is that you may be able to get even more off the price because of the neighbour on the other side of the railway line and the social housing next door.
You would probably get a better resale on a 2 bed in a better area?0 -

Have a look at the satellite image on google maps. You can clearly see the social housing on the otherside of the path way. While you are doing that have a look at the prison on the other side of the railway line.0 -

You could use your budget to buy a bigger property in a slightly less desirable area, live there for say 5 years to build equity, then move.
Or maybe go into negative equity? In which case you definitely don`t want to over-pay, what effect is Brexit likely to have on this area, and is this the reason the seller is desperate?0 -

Why do you see a prison as a negative, the buyer might work in the prison and be happy to live near work?0 -
You will be lucky to get much less than 115k in my opinion. Cant lose in the long term as long as its freehold its a good investment

If you have the garden you could always extend it to the side or back.
Looking around its probably worth it for the garden size. Also from looking at zoop it seems many have been in negative for around 5 years.0
