Hi I have received a reply from gov.uk and they say
Dear Mr x
Thank you for your email. According to our records the vehicles X1, X2 & X3 are not registered in the name x or the address you have quoted.
In order for us to check to see whether anyone has requested your name and address from a vehicle registration mark, we would require the registration mark of the vehicle you are a requested keeper of. If you would like confirmation of this, you will need to send us an email confirming your full name and address, the address on our records if different from your current address and the registration mark of the vehicle.

Send that to the companies - all of them - and the City of London parking enforcement Dept, as it states there from the DVLA, that he is not the keeper of those VRNs.
Tell the companies and City of London to revert to the rental company (that he has been given to understand is the keeper of those vehicles, albeit no-one has disclosed the rental firm's name) as he has clearly been erroneously, negligently or fraudulently named as the hirer.

You stated the Bailiffs told you the vehicles were registered to a hire company, in that case they will not be in your fathers name with the DVLA.
The authority will get the keepers details for the hire company from the DVLA, and they will then give your fathers name as the hirer.
Has your father ever lived at the address the letters are coming to? Has he ever held a driving licence in that address?
It would seem someone is hiring vehicles using your fathers name and your address.
Or as Coupon mad says make sure your father has never hired these vehicles ever!0 -
Hello, today I have received another letter from Task Enforcement Limited, There was no information on the letter apart from who we owe'd the money to and the client's reference number.
I contacted the client under my name not my dad's and they said they were not able to give me any information as the parking ticket was not under my name but apparently the car is from another rental service. They could not give me the car rental's service name and I have no idea how to approach this as there is no vehicle registration number on this letter either so I am not sure what to do. Do you know how I can get the name of the car rental company?
Edit: The first letter that I am aware of that came from Task Enforcement Limited. Not another letter from them0 -
They will keep calling until someone sorts the problem out, or 6 years whichever is the soonest. Although there is a risk they take your father to court just before the 6 years times out which resets the clock to some degree.
If your father is not at your address then give them his address. Or get your father to agree to allow you to deal with them on his behalf.
As debts go down the food chain their morals appear to decrease also.

You need to stop telephoning people. Conduct all this from now on by letter. If someone tries to take you to court, or you wish to take someone to court, a paper trail will be very useful to you. Also complain to your father's MP and do not throw any more letter away.You never know how far you can go until you go too far.0
