There's no need to stay silent though. If the neighbour's rubbish ends up in your garden then they need to know and understand that's not acceptable.
When we had a similar kind of intractible problem, our local Environmental Health officer acted as intermediary. That helped. It also helped that I retrieved several embarrassing pieces of correspondence and returned them to their originators!0 -
When I suggested reducing packaging I thought I was just offering a solution because they have not really adapted since years ago when we had a single bin and weekly bin collections, and it will always be a problem until they do adapt in one way or another. They regularly have overflowing recycling as well, so the solution was obvious to me, but I didn't know if it had occurred to them. It seemed worth mentioning just in case it hadn't, but I can see why people think it is the wrong thing to say.0

My neighbours won't walk 4 meters to the bins. They have left 20 or 30 bins bags in their back garden, this is after filling 5 recycling bins with "normal" waste. The bin men would touch it as they just deal with the bin area. The recycling bin crew won't empty them as its "normal" refuse and so it goes on and on.
All I can do it continue to keep my area tidy by collecting the litter that gets into my garden. These people rent from a private landlord and as a home owner I will not allow my space to become run down looking. To preserve my sanity, I will just continue to collect the litter once each week and try to not let it bother me.
Maybe one day the banks will stop borrowing to people who buy properties and let them out. These people (the landlord and the tenant) have no regard for anyone but themselves.
