UKPC took too long to respond to appeal, should I still POPLA appeal?

Hang on! I think I might have spotted something - the NTK was too late? Alleged incident happened 20/8, the NTK is dated 21/9 and is considered to arrive 2 working days later. And Para 8 of Sch4 says:
(4)The notice must be given by—
(a)handing it to the keeper, or leaving it at a current address for service for the keeper, within the relevant period; or
(b)sending it by post to a current address for service for the keeper so that it is delivered to that address within the relevant period.
(5)The relevant period for the purposes of sub-paragraph (4) is the period of 28 days following the period of 28 days beginning with the day after that on which the notice to driver was given.
So Coupon Mad's original point stands, yes?
EDIT: No Sh!te they have 56 days to send a NTK don't they. Hmm I didn't read the 28 days + 28 days thing properly.

I didn't supply anything. I assume they went to the DVLA.
I emailed the DVLA yesterday but am not hopeful on getting a swift response.
I've looked at the dates again and I think I've got until today or tomorrow for the POPLA appeal. The letter was sent 17 Jan0 -

They had my name and address to send me the NTK in the first place!
There wasn't an address label attached to the vehicle or anything0 -

2. NTK dated 21/09/18
3. 'Notification letter' dated 22/10/18
*Online appeal submitted by me 05/11/18
4. Letter fishing for driver details which mentions 'recent correspondence' (i.e. my online appeal) dated 29/11/18
5. Letter rejected my appeal and providing POPLA code dated 17/01/19
Working on appeal now, should upload in the next half hour. The letter from UKPC dated 17/01/19 says I have 28 days from the date of their letter to appeal via POPLA. Are they fibbing? :-o ;-)0 -
