The consumer is free to accept or reject.
But that's not what you stated earlier is it?
In your first post, you clearly stated that the OP was liable for paying the bill and that the locksmith wasn't trying to rip them off:I totally disagree with the sentiment being offered - there is no rip off or scam here.

Did you or did you not state: "The OP is an adult and therefore liable for their bills"?
Irrespective of agreeing to have the door opened and the new locks fitted, if the OP wasn't made aware of the charges beforehand and if the charge quoted by the locksmith is an unreasonable one then no, the OP is not liable to pay this bill.0 -
