Thank you for your promt reply. I will do the online appeal and hope that is the end of it! If not I will do a POPLA.
    Thanks once again :)

Without implying who was driving, can you evidence in the appeal, the 'driver' leaving then coming back (e.g. do you have Google location on your phone or dashcam data?).

Hi I only have a text and proof I was at work. The university do not allow drivers to park more than 45 minutes.

OK, so I would not use the template appeal in this case, as it's a scam double visit error by their ANPR camera and you need to say that and prove it.
The driver did not stay there! Shift worker and was working the following morning. parked for 5 to 10 minutes.
Prove you were at work, even by getting a corroborative email from a colleague who states that they saw you arrive by car at xxpm and you are a shift worker who was there for xx hours overnight.

Say it like it is, and attach all the proof you can, and tell them to double check ANPR data, as the car was in fact only there for 10 minutes or so and it was two separate trips.

Firstly, it is not a fine it is an invoice for the damage which they allege you inflicted upon them when you allegedly breached an alleged contract with them. We call them scams. This one is the "double dip" scam,. Read some of these.

    https://forums.moneysavingexpert.com/discussion/5550336/double-dip-parking-list-of-casesThe

The whole industry is a scam, relying on threats of court, and the public's ignorance of the Law, A bill is currently before parliament which will regulate the scammers, many of whom are ex-clampers.

This is an entirely unregulated industry which is scamming the public with inflated claims for minor breaches of alleged contracts for alleged parking offences, aided and abetted by a handful of low-rent solicitors. Is has been suggested by an MP that some of these companies may have connections to organised crime.

Parking Eye, CPM, Smart, (especially Smart}, and others have already been named and shamed in the House of Commons as have Gladstones Solicitors, and BW Legal, (these two law firms take hundreds of these cases to court each week), hospital car parks and residential complex tickets have been especially mentioned. They lose most of them, and have been reported to the regulatory authority by an M.P. for unprofessional conduct

The problem has become so widespread that MPs have agreed to enact a Bill to regulate these scammers.

Sir Greg Knight's Private Members Bill to curb the excesses, and perhaps close down, some of these companies passed its Second Reading in the Lords this month, and, with a fair wind, will l become Law later this year..

All three readings are available to watch on the internet, (some 6-7 hours), and published in Hansard. MPs have an extremely low opinion of the industry. Many are complaining that they are becoming overwhelmed by complaints from members of the public. Add to their burden, complain in the most robust terms about the scammers.

Hang on CM, why does OP need to prove anything? Have you not read this?

Perhaps because the only 'verifiable' evidence being put forward at this stage is the PCN with corroborating photos of vehicle in/out with times showing a 24 hour stay? That's one big step to overcome just by saying 'innocent until proved guilty' - as in almost all ANPR cases, those photos are accepted as being accurate.

But surely county court judges are no longer unfamiliar with the hundreds/thousands of Private Parking Company fake claims passing through the courts each month, and many must aware of the failings of ANPR, which is not used by Local Authorities.

If one wishes to make life as difficult as possible for the PPCs, make them prove everything. The balance of probabilities must surely be in favour of the motorist.

I suppose it depends on why you come here. To some a PoPLA win is the Holy Grail, my mission is to get as many cases as possible in front of a judge.

A big assumption. We see only the tip of the iceberg in terms of court hearings. Just one being reported here today.
