Advice with council and dogs barking from adjoining property

                    I would like some advice on the council and dogs barking from adjoining property, I have been dealing with the council for about a year over the dogs barking.  I am now no further on even though I have kept them informed all the way they have now sent me a email saying the case is closed and I now have to start all over again with noise observation record. I have filled these sheets out so many times, we have had noise boxes put in and the council have dealt with matter, I don’t want to go into to much detail but the dogs barking is still going on, can I request everything the council has ie: the files have I the rights to have copies of all information including noise box recordings. I am thinking of speaking to a solicitor as the council don’t want to help thank you very much for your help.

            It’s the council and environmental health are dealing with it, they say because the noise levels have dropped well yes they have but only when he’s there, he works away. In the week it can be just bark, bark, bark for hours on end. You say anything to her and I just get abuse I cannot reason with her, I have offered mediation but she won’t have that.they have noise abatement order against them, letters from council to order dogs to be quite.             Why not contact the RSPCA if the dogs are being left on their own and barking in distress?Should've = Should HAVE (not 'of')

 Because the that's not how it works or why the RSPCA are there. RSPCA don't enforce noise abatement.Why not contact the RSPCA if the dogs are being left on their own and barking in distress?
 Dogs bark for many reasons, doesn't mean they're on their own and not being fed and are being neglected.
 As per the OP asking if they are entitled to the investigation file, Yes they are under DPA/GDPR 2018, expect redactions but a solicitor is not going to do much.
 The OP should follow the complaints process with EH and the council and if no redress look at taking the councils decision to the Ombudsman. I suspect that the noise abatement order is only valid 12 months and the EH or council didn't seek to have it renewed or seek to have it enforced when they could have, and time has elapsed to go back and renew it hence why OP has to start over again.0
