No Parking Zone

I received a fine for being parked (max 5-10 minutes) in a shopping centre No Parking Zone.
I received a call from my mum who is terminally ill (Disable badge holder). She insisted on going Christmas shopping and her Oxygen ran extremely low. Without her Oxygen she can’t breathe. She could have called 999 or a family member.
I work 15 minutes away from the shopping centre and got to her as quickly as possible. I had no option but to park my car (engine still running) in the No Zone area so that I could assist my mum. I was only metres away from the car at any time and it was just for a few minutes. My mum urgently need Oxygen and immediate rest.
Two weeks later I received a fine with pictures showing me placing her Walking frame in the back of the car.
The Parking company have insisted on £60 or if I appeal to POPLA the fine will increase to £100.
Please can you assist me.

Read the NEWBIE section and in particular post # 1, scroll down to the bottom and find the BLUE text appeal and send it to the PPC. At the same time complain to the shopping centre and see if you can get it cancelled.0

does the signage state NO LOADING
and can you clearly state time , not 5-10 mins HOW LONG , what does the ticket state , time seen , time ticket issued or was this by ANPR camera0 -
It is not a fine it is a claim for the damage you inflicted on them by allegedly breaching an alleged contract.
No point in appealing to PoPLA imo, they are all in the same back scratching club. Let them take you to court, a judge might wonder why they did not cancel the charge as soon as they were aware of the medical emergency, and if you are lucky, award you unreasonable behaviour costs.
The whole industry is a scam, relying on threats of court, and the public's ignorance of the Law, A bill is currently before parliament which will regulate the scammers, many of whom are ex-clampers.
This is an entirely unregulated industry which is scamming the public with inflated claims for minor breaches of alleged contracts for alleged parking offences, aided and abetted by a handful of low-rent solicitors. Is has been suggested by an MP that some of these companies may have connections to organised crime.
Parking Eye, CPM, Smart, (especially Smart}, and others have already been named and shamed in the House of Commons as have Gladstones Solicitors, and BW Legal, (these two law firms take hundreds of these cases to court each week), hospital car parks and residential complex tickets have been especially mentioned. They lose most of them, and have been reported to the regulatory authority by an M.P. for unprofessional conduct
The problem has become so widespread that MPs have agreed to enact a Bill to regulate these scammers.
Sir Greg Knight's Private Members Bill to curb the excesses, and perhaps close down, some of these companies passed its Second Reading in the Lords this month, and, with a fair wind, will l become Law later this year..
All three readings are available to watch on the internet, (some 6-7 hours), and published in Hansard. MPs have an extremely low opinion of the industry. Many are complaining that they are becoming overwhelmed by complaints from members of the public. Add to their burden, complain in the most robust terms about the scammers.You never know how far you can go until you go too far.0 -

It was a No Stopping Zone, I was parked inside the yellow zigzag markings.
There is only a Incident time on the Notice.0 -
zig zags and pretty pink and turquoise signs and lines have no meaning on private land
you should have been allowed 10 mins to read and understand signage
hell its nothing to do with a parking co , its not parking , its stopping , parking was never offered so why the hell did the DVLA give your info to this company0 -
