The Keeper has protections in law that The Driver does not. You may find this can be beaten easier at PoPLA by The Keeper than by The Driver.
It's up to you but if the shopping centre owner/manger can't or won't help, you may find the Keeper has a better chance of beating this scam than The Driver. In that case you should edit your post to remove information about who did what and only refer to The Driver and The Keeper in your posts.

All you need to do, is complain to the shopping centre first.
Google them and email or ring them (see their 'contact us' info) and talk about disability discrimination as you were a carer saving your Mum's life and will publicise this in the local paper if it is not cancelled forthwith. It is illegal to harass (or charge money to) a person with protected characteristics or their carer, for a situation caused by the disability, which this emergency certainly was.
DO NOT let them pass your details to the parking firm unless you couch your complaint by not naming yourself as the driver...just say your were an occupant of the car and assisting your Mum as can be seen by the images, which back up the truth of the matter.
Equality Act 2010 protects your Mum, and you as her emergency carer that day.
If the above fails then send the usual NEWBIES thread template, and do not wait past the 28 days to appeal, to get a POPLA code. No saying who was driving.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
