understandable the Vehicle Registration Document is required because that proves I am the owner of the vehicle

No, it doesn't. It proves who is the registered keeper of the vehicle, NOT the owner. In the UK there is no way to prove you are the owner of a car, only that you once (in all probability) owned it - by producing a sales invoice / receipt for when you purchased it (although that does not prove that you have not subsequently sold it on).

If you had your car on PCP for example, then the finance company is the owner of the car during the life of the PCP, whilst you would be the registered keeper.

This is also why the V5 says in big bold letters on the front "This Document Is Not Proof Of Ownership".
