    I was nabbed by these people for dropping a tiny piece of litter in Canterbury. Normally I'm the person who picks up litter, wherever I am.

    They advanced until I was up against a wall with two of them in my face! Told me I could 'go to prison'. I said 'fine, I could do with a rest'. They got even nastier then. Two sizeable blokes behaving in a physically threatening manner towards an older woman who may be mouthy but can't run these days. They had body cams .... I paid the £80. Still kicking myself for that!

    As soon as I joined this forum I made the link. It is a very similar 'enterprise' to the PPCs.

    Pretty unsavoury way of choosing whom to persue IMHO, but isn't highlighting the fact that a private company business model has analysed the risk/reward of the job they are contracted to do a bit of a no-brainer?

    Were any of the people 'fined' by this company not actually guilty of the offence they stated however?

    I'm not being unsympathetic to the vulnerable people they were deliberately targeting, but surely if you have something to risk by being antisocial/careless than you'd take a bit more care/be less antisocial?

    I once heard a story from a pub landlord; he had a half blind old Labrador that used to take itself for a walk every day up the road side into a field and back again.
    A new local policeman went in and told him to keep his dog under control or he would take action.
    The regulars saw the over keen policeman hiding in the bushes watching the pub, and he had left his bike in the car park.
    The customers sawed halfway through his bike frame, and as soon as he got on it it collapsed.


    I'm not condoning it but he got the message.

    Suppose it is up their ally as they already deal in cr*p

    We are talking hugely disproportionate charges, intimidation, un-regulated / semi-legal practices, harassment ..... I could go on!

    Must have spent thousands of pounds in Canterbury over the years .... not a penny since that fun day! Let 'em analyse the impact of that based on all the victims targeted for dropping cherry stones etc.!

    Intimidation & Harassment are offences, so I'd hope someone has been reporting such to the police.
    Charges are the remit of the local council so if they are disproportionate I'd be taking it up with them.

    Once again, I'm sympathetic with the people receiving 'fines' if the offence is momentarily dropping a piece of paper and being caught in the space before/ act of picking it up etc, but I don't have a lot of time for people who casually litter getting 'fined'.

    But the big question is who's fining whom? An incentivised goon working for an unregulated private company pocketing the bulk of the penalty?

    Why don't the LA regularise all of this by putting their own (non-incentivised) uniformed people on the streets, tasked with primarily educating people, but if a ticket is to be issued, a fair appeals process is available to the induvidual to access?
