What to do if only just found out about a PCN at late stage

Whilst talking to the owners of my old house they passed on a letter, it was from a company called ZZPS and was dated 31st December 2018. I had a missed call from something an phone reverse lookup said was debt collectors on the 16th of Jan. So guess it's moved on from ZZPS already?

Turns out I'd forgotten to update my V5 for my car after moving house. I've updated this now but what do people suggest should be my first course of action.

    Suggest you find and read the NEWBIE sticky. You have probably missed the boat for appealing but you should inform ZZPS of your address for service and tell them to send future correspondence to your new address and remove your old address from their database.

    Next stage is likely to be a LOC/LBA/LBC/LBCCC - acronyms can be found on post # 5 in the NEWBIE sticky.

    Send a rectification notice to the DPO of National Parking Management Ltd, giving the keeper's new address and instructing them to delete your old address. Include a late appeal using the template in blue from the NEWBIES if you wish, but don't expect it to be accepted.

    Ignore debt crawlers. Post 4 of the NEWBIES explains why it is safe to do so.

    As above, complain to the shop, and also to your MP about this unregulated scam.

    Do not ignore real court papers.

    The shop in question had closed down, The driver wasn't parked for very long, am assuming they've used CCTV to identify and enforce.

    Edit your latest post to remove information about who parked. Only ever refer to The Driver and The Keeper, who are two different people. ;)

    recontact shop , or local shops to find owner or currant owner , council may assist , non domestic rates etc

    a search on companies house may show this company as dissolved , in which case there would not have been contract in place

    this info should be stored until the parking Co start court action

    The facts make no difference; all private parking charges are a scam. No need to explain to us what happened or worry that you have to pay. Nope.

    Do as advised and write to deny liability, and to tell ZZPS and the parking firm to update their data with your new postal address for service of paperwork, and to erase data of your OLD address.

    Attach a copy of your V5C and a utility bill to prove you are the data subject relating to that car and that you live where you say you do.

    Also, TELL THEM to erase the telephone number that ZZPS have used as there is a chance your family (children?) could pick that phone up which is contrary to debt collection guidelines and is unsolicited contact and unwarranted harassment. Just say it, forbid them from phoning/texting you and insist on paperwork to your new address ONLY.

    The above is vital, to make sure you don't miss a court claim to defend (we see wins some 99% of the time on this forum).

    NPM are the PPC I see, and the advice is no different for them.

    And we can see that the accusation is 'parking in a no parking area' which would give you a defence that this was not a matter of contract law, and that only the landowner could have had a cause of action under trespass to sue for damages (which a parking firm cannot do).

    No paying it to the scumbag PPC. Not even for a quiet life.

    If you get more calls and texts, tell them it is harassment and to stop calling you and remind ZZPS that you already stated that in your communication where you gave your new address.

    Reading the back of the ZZPS letter it says that there is a £1.95 handling fee on all credit and debit card payments, I thought this was outlawed early last year?

    Is there any merit in raising this with them in my change of address email?

    If not then there is nothing wrong with them charging that amount for each type of card.

    Either way, that won't dissuade ZZPS.

    A call to Trading Standards might upset them though.


    Keep your change of address communication entirely separate.
