On September 18th, 2018, I received a PCN from ParkingEye advising that a vehicle registered to me was parked without paying the appropriate fee.[/FONT]

[FONT="]Although I never received anything by post following my appeal, I did receive a final notice dated 18th December 2018. This stated:
"We note that the parking charge remained outstanding and that it has been brought to your attention that your initial appeal was unsuccessful. You were then given 28 days to further appeal to POPLA (the independent appeals service for parking on private land), however, this period has now passed, and you have not further appealed."

[FONT="]I then used their appeals page again, 29th December 2018, requesting written reason by post explaining their reasoning for rejecting my appeal.
Another letter from PE dated, 11th January 2019, stating thank you for your correspondence, etc. We are currently reviewing the matter and will contact you shortly.
A further letter from PE dated, 14th January 2019, saying:
"We note you wish to appeal to POPLA and would like to do so via the postal option. We have therefore enclosed the POPLA postal form, along with information that may assist you when making an appeal.
To ensure you can appeal this Parking Charge within 28 days of rejection, we have provided you with a new POPLA verification code. You will find this verification stated at the top of this correspondence."[/FONT]
I want to use your excellent templates too but also need to reinforce the 20-minute issue!
What do you guys reckon, please?[/FONT]

- [FONT="]As the vehicle was parked to collect a passenger from an incoming train, surely the 20-minutes Free Parking 'rule' was not broken!?![/FONT][FONT="][/FONT]

Two things spring to mind: -
1. Is it a station car park, i.e. do bye-laws apply or is it just a car park that is handy for the station?
2. Do you, like my local station, have to take a ticket from the machine to obtain your free 20 minutes parking?0 -

You could put in a subject access request (details in the NEWBIES thread), via email to the PPC. If they aren't reading your request properly, then ask for all of the info they have on you. There's a template recommended from Legal Beagles, link is in the NEWBIES thread, from memory.

A very good question to which I do not know the answer. The only thing I know for certain is the information provided on the signage, which as a newbie I can not post link URL.
There are two signs at the side of this land, one above the other, which read as follows:
Top Sign
Rail Users Only - Free Short Stay
20 mins Maximum stay
Parking Enforcement Notices in operation
Bottom Sign
First TransPennine Express - APCOA PARKING
Warrington Station
Pay & Display Car Park
Charges apply 7 days a week (see tariff at P&D machine)
Terms and conditions apply (see notices)
Small print:
This land is private property managed by APCOA Parking UK Limited with the authorty of the land owner (FTPE).
By parking in this car park you agree to be bound by the terms and conditions.
Full terms and conditions can be obtained by writing to APCOA Parking (UK) Limited, Wellington House, 4-10 Cowley Road, Middlesex, UB8 2XW.
It doesn't say on any sign that was clearly visible that a ticket needed to be obtained even if waiting for the Free period.
Also the driver never the left the vehicle, they were waiting to collect their son off a train that was delayed.
I will use the verification code and templates, Post 3, as suggested to appeal via POPLA web site.

You don't have a PCN from the firm called ParkingEye, or do you?
You have one from APCOA? Easy to beat.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

We have seen a couple of threads where there are two car parks managed by different PPCs. From memory one was indeed a station car park and the other not. Motorists have to drive through the first one covered by byelaws I think to get to the second one which isn't.
I am wondering if this is that location.
