PCN From Wing Parking

Hi
I was wondering if anyone could offer me some advice. I have spent the last couple of hours browsing through many threads, I still don’t know what do. I have been issued a windowscreen Parking charge notice in residential housing flats.
I was issued a PCN by Wing Parking ltd. I was visiting someone nearby did not see the sign what shall I do now.. I'd be grateful for your advice on this problem.
On the tickets it says Wing Parking are working on behalf of London brorough of Barnet, so are they issuing tickets on behalf of the council? I’m confused and I don’t know what to do.

The NEWBIES thread at the very top of this board walks you through what to do, step by step.
It looks like Wing Parking are a Private Parking Company and while they may have a contract with Barnet Council, they issue parking charge notices, not penalty charge notices. Search the forum for Wing.
There is a 3 point appeal, discussed ad infinitum, easy to win as long as the driver is never divulged in any appeal. Copy all the other Wing threads and if not used to the forum, Google Wing POPLA and read some there.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

It's just a non-POFA private PCN. Usually Wing game of a 3 stage appeal. Easily won.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
