The landlord didn't lock you in, it seems like the neighbour did.
So I'm not sure why you think the landlord has any liability, and should pay your parking fine.
TBH, I wouldn't be surprised if your landlord charged a 'call out' fee to come and let you out.0 -

They would still issue a PCN but they would say to put an appeal in, unlikely to be overturned, but if they can provide evidence of paying for a locksmith, then may be overturned. It's Civil Enforcement Officer by the way, Traffic Wardens do not exist.0 -
The landlord owns the whole house, yes they do have keys.
Why should I be charged a call out fee when the landlord has blocked the lock on the inside.0 -
I got locked in like this once and had to pass my keys to the postie through the letterbox. Doesn't sound like that's an option here though! I would be straight on to the LL saying it's dangerous, fire hazard, and ridiculously inconvenient.2024 wins: *must start comping again!*0

Your neighbour (who you think has locked you in) lives in a self contained flat? So we're talking about the shared door to the building that you can't get out of? Sounds like a very inappropriate lock for that type of door...
I would be calling a locksmith personally, unless I could get hold of the landlord very quickly.0 -
The landlord has contacted the neighbour over the road and have been let out.
Thankfully no ticket and have managed to move it to a non restricted space.
The landlord has said they will speak to downstairs but I’m still not happy that this could happen again.0 -
