If this wonder bill goes through, and all appears to be good ( although i wouldnt be surprised to see it get shoved to the back burner)

Then i would be amazed if the PPCs all fall into line
Local authorities/councils etc have enough issues getting their signage etc all in order, PPCs struggle even when the rule book is in their favor with CoP's written for them by their own private trade associations.

It has been reported on here, and elsewhere that most people pay up at the so called discount stage, the traffic on sites such as this is nothing but the tip of the iceberg.

What I expect to happen is the amount of tickets being issued going up somewhat coupled with a more tempting early payment discount that increases over time before an appeal can / could be launched say £20/£40/£60/full

I also wouldnt be surprised to see pressure to raise the amount that PPPCs can claim from £100 to £125 and even £150 for places such as London
    From the Plain Language Commission:

Could it be that a new breed of lawyers will spring up, to go after rogue PPCs, similar to the ambulance chasing whiplash firms and later the PPI claimers?
You never know how far you can go until you go too far.

The IPC are. They are looking to expand the principles behind the Beavis ruling and apply them to areas like littering and dog fouling. It could prove very lucrative.

Getting their teeth into dog fouling - very apposite! :)
Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

IPC are also touting themselves as an alternative to the Traffic Tribunal for council issued tickets, there was a session at their annual conference on this.

For the dog fouling, I believe they're planning to use DNA testing to match material left behind with an individual dog which can then be used to trace the owner.

I can't see any potential ways that this will be abused, no wait I can absolutely think of ways to game this concept with a pair of rubber gloves and access to a dog mess disposal bin...

Promising the councils a 99.9% success rate no doubt.

Hurley of the IPC is such a dreamer
