What do we expect in 2019 when the new code of practice comes into force

This is now with the House of Lords to which Sir Greg Knight has said it will be passed.

It appears there will be a new assessors system which will be 100% independent to parking scammers. In theory, this means bye bye to POPLA and the IPC/IAS scam

When this bill is law, there will be a mega attack on rogue traders, the ones we see on here. The least breach of the new code will be reported until the scammers wise up or are kicked out of the industry

Government seem very happy to put the rogue traders out of business

BWLEGAL will lose clients but that's OK, they lose money on them anyway with the Pap and SAR's
THE ADVICE IS TO SAR BWLEGAL and their dodgy clients with every letter received.

GLADSTONES ..... the legal who set up the IPC/IAS scam, a pathetic incompetent firm who prey on people's right to park in their residential space, thanks to the scammer UKCPM

DRP ..... A debt collector who lies and probably act illegally.

These are the targets for 2019 to get rid of

As said by Sir Greg Knight ....
With the leave of the House, I once again thank everyone who has taken part. In anticipation of his future help, I thank my noble Friend Lord Hunt of Wirral, who has agreed to take the Bill through the other place.

The message to cowboy parking operators from this Chamber is loud and clear: in future, you play by the rules or you are put out of business. Let us give the Bill our blessing and make parking a much fairer experience.

I can see the standard advice here having to change. I suspect we will end up having to advise people to pay the charge far more frequently.

because if the new assessors that have been sanctioned and are answerable to the government say you are guilty , what judge is going to even argue , same bosses , same paymasters

or perhaps the court stage will be removed , bit like counsils/police

    in come the bailiffs

Indeed. The result is likely to be either binding on the motorist or highly persuasive in a civil court.

In the case of the latter it is going to be prudent to pay promptly rather than incur all the associated court fees.

If the result is binding then those ppcs that finally get their act together are going to be very difficult to beat.

The upshot though will be that the vast majority of tickets will actually be justified.

I agree, it will force the parking companies to get their ducks in a row and adhere to the new government CoP or lose money fighting cases they cannot win

so although there should be a reduction in PPN,s , they are more likely to be valid and so when a recipient has messed up , they will have great trouble getting off on a technicality

even if PPC,s followed the BPA CoP and IPC CoP and POFA2012 at the moment, they would improve their win rate

so when a PPC has spotted an infringement , like an overstay , unpaid fee , parking in a disabled spot without a valid "proof" like a BB, and followed POFA2012 as well , plus their signs also comply and have advertising consent plus cameras have planning permission , then the chances of a TKO are minimal, plus a court is more likely to back any decision made on the correct grounds and laws and rules

bang to rights will equal "bang to rights"

If it all works to plan, the need for this forum (and similar) will reduce dramatically. It should be a system that has few loopholes (either way) and the opportunity for rants against the proponents will proportionately reduce too.

Our opportunity to help fly-parking motorists 'get off' their PCN will reduce, as will the opportunity for PPCs to scam them via sharp practice. It won't happen overnight, but it will eventually bed in.

It should eventually be a whole new landscape, one that will be unlikely to have a 'Sir Greg Knight' type of intervention ever again.

All this assuming that Sir Greg Knight wishes to retain credibility

He treads a very fine line

It will no longer be down to him once it reaches the statute books.

Nope .... he is the one that instigated this to get on the statute books. Time will tell if he has got it right
