A quick update - I got the Set Aside!!!
Thank you all so, so much for the help so far - I may well need more of it, because the judge gave me an absolute grilling, initially suggesting that I had absolutely no chance of winning at a further hearing, until I argued the POFA points at length using examples of prior PCNs. He also refused to reserve the costs despite me pushing for it, because he claimed it was my fault for not keeping my DVLA records up to date - I think not reserving the costs was his way of making a point that I should have done that.
Anyway, I have to work this afternoon but will update this thread with some more details for the record, and any further questions about what's next. Sounds like I'm in for a fight.
Thank you all again, I can't emphasise enough how good it is of you to spend your time on here helping strangers out.

Did you not point out that they can only request Keeper data ONCE and ONCE ONLY?
The DVLA plays NO PART in the process once the inital request comes through
Yoru judge was a bit of a fool looking to punish you there.
was there no costs order then? If there was NOTHING said about costs, IN THE ORDER, then I would chance it again IF it comes to a hearing.

CEL discontiune most claims they make
and Ive NEVER seen them go to court having lost a set aside; there is too much at risk for them
