Shall we come back from fantasy land for a minute? - if it were that easy to find the scammer, then even the Police (who don't like to spend much, but would go for an easy clear-up) would have found them.
Did HPI accept the number on the V5 as genuine? You need to enter it and have it accepted to activate the HPI guarantee.I want to go back to The Olden Days, when every single thing that I can think of was better.....
(except air quality and Medical Science)

If the selling of the cloned car has already been reported to the police then the seller hasn't really got anything further to lose by reporting the fact that someone is threatening them or has already assaulted them and they have plenty to gain if it means that the OP gets locked up as it may prevent or delay any legal action taken by them or it may stop the seller from getting forced to hand £30,000 over.
If the seller is claiming that they were an innocent seller of the car and they knew nothing of the cloning, it would simply raise suspicion if they didn't report any unlawful actions by the OP.
Because they'd sort it themselves. That's why not.0 -

From the snippets posted earlier, it looks like the HPI guarantee may well not be valid due to part of the money being paid in cash.“The HPI Guarantee will not cover any losses arising due to a “cloned” vehicle to the extent that any part of the purchase price (including but not limited to any deposit, holding fee or other part-payment) for the vehicle is paid in cash other by any other payment mechanism other than via the banking system. We recommend that all vehicles are paid via the banking system – such as cheque or a bankers draft. For the purpose of this clause a “cloned” vehicle is one that has been stolen, and given a false identity, normally that of an identical vehicle.”0 -
Thankfully I did do a HPI Check which comes with a guarantee on the 23rd December 2018, one day before I bought the car, I also provided VIN and logbook details which all checked out alright. So protection was in place on 23/12/18. But due to Christmas period HPICHECK is closed so I can't start a claim yet till 27th December.
Sadly HPI will not cover you here. The car / VIN you checked was fine.0 -
Blimey. Sorry to be another to say that I don’t think the HPI check will cover you. You asked them to check the status of a genuine vehicle, not the one you were sold.
I hope the police route turns something up for you.0 -

Sadly he's unlikely to see the money.0 -

from the report;
"An eBay spokesman said the company was yet to be contacted by Greater Manchester Police.
He confirmed the accounts in question had been closed down and added: "Cash on collection is very unusual and we would ask buyers to always pay via the platform when purchasing."
yup paypal? then 3 mths later a claim for money back and paypal saying "please show proof of postage"0 -
Thank you everyone for your replies.
I did infact put the V5C Issue date and Serial including VIN on the HPI Check website which was a clone so it was going to show all clear results.
And I also thoroughly read the terms and conditions and unfortunately looks like I am not covered as it's a cloned vehicle.
These guys are very well organised and I don't believe it's one person running the show. And they have a location somewhere where they are disconnecting and removing certain things in the car to stop tracking.
This BBC Article referenced is the same type of scam that has happened to me, exactly the same. The police know about the scam but are not doing anything about it...so I am going to make a scene and go to the media to push this forward so others don't fall victim of this type of scam.
You guys are most probably right I don't think im going to see the money but I am not going to lose hope, I am conducting my own investigation with help of some friends and mechanics. I don't think I will ever rest until this scumbag is caught.
I am in the process to trace this person now and will be hiring a private investigator as I have absolute no faith in the police. Pictures and videos are to follow so people know exactly what I have been through and that others are aware not to fall for this type of scam.
Anything that you post is helpful to me as I have made a lot of progress through posting this thread from your replies so thank you.0 -

Apart from recovering someone's stolen vehicle from you what did you expect would happen over the bank holiday period?0
