Not so. My elderly mother has no internet however her neighbour through the wall has happily given her access to her wifi for a TV to access content.
So she does not have internet. And is complicitly breaking the terms of her neighbours agreement. Does not really count now does it.
If you are complicit in illicit acts you should be able to sign up for a gmail account.0 -

What if I don't have a mobile, tablet or computer?
If you are required to sign in to BBC iPlayer on your TV and you don't have a second device, it is still possible to use BBC iPlayer on your TV. You'll need to have access to a telephone (this doesn't need to be a smartphone - a regular telephone will do). Minicom facilities are also available if you have a speech or hearing impairment.
Follow these steps:- Open the BBC iPlayer application on your TV.
- Press the Sign In button.
- You should see a screen asking you to use a second device to sign in. At the bottom of the screen it should say, "Don't have a mobile, tablet or computer? Press down." Press down on your remote control.
- Follow the on-screen instructions to get access to BBC iPlayer.
