Good evening from a new member - I am British but living now in Istanbul. I recently started buying stocks from the IMKB (Istanbul Stock Exchange) on the internet through my bank here. Once you learn to navigate your way through the website in Turkish, it's not that difficult and much cheaper to do it than in the UK. I was quite shocked to see some of the commissions in the UK - and you have to pay stamp duty on the transfer of shares or is that only with share certificates and not online dealing? Anyway, here in Turkey the commission is much lower and there is no tax to pay - I think this is to encourage investment here. Also the IMKB gained 11 points since June so it is doing quite well.
I read about current events and companies here but I don't have any specialist knowledge. I have divided my (very small) investment portfolio into shares of companies I like and three mutual index funds.

I saw a program showing an earthquake is due to hit Istanbull in the next twenty years or so, its on an active fault line.
You either picked a great time to see it before it gets damaged or should carry a british style umbrella everywhere as protection

I have a problem concerning U.S. shareholdings that may, or may not, interest someone...

I believe that supplying a completed IRS W-8BEN form to the relevant dividend-issuing /tax-withholding agent in the US may exempt or reduce US withhholding tax on US-listed share dividends (though some people express doubts about this!).

Question is:
How do I identify the appropriate agent to send my forms to when my online dealer, Interactive Investor (iii.co.uk) - through whom I purchased my US shares online, refuse (twice) to manage or assist with W-8BEN forms and tell me to go away or speak to the IRS?

[N.B. FWIW I am at present a British non-taxpayer and my shareholdings are within an ISA.]

By completing W-8BEN you would not be totally exempt, the US withholding tax would be reduced from 30% to 15%. Typical discussions on this issue in links here:

The W-8BEN should be given to your provider before purchasing US domiciled shares. Then, when dividends are received, the deduction will be 15%. See HMRC procedures in the link below, and note: page 2, top right hand column which states sending the W-8BEN to the provider/witholding agent (in your case "iii") and not IRS.

Presumably at iii either the person you spoke to did not understand, or iii are not geared up for this. In the latter case, you may need to find an alternative provider e.g.

Alternatively, if the number of US holdings and reduced dividend is a minor concern, stick with your current provider. Depends on your objectives.

Hello, JamesU. Many thanks for your advice and links. The situation is much as I thought, though as pointed out the maximum reduction to be made from US withholding tax is only half (15%).

What confused me a little is ignorance of the electronic broker process - I imagined iii brokers might put US trades through other brokers Stateside, making those (unidentified) Stateside agents the ones needing my W-8BEN form (which I can't manage unless iii identifies them). However, I will now assume that iii handle the whole of such trades and they are the ones responsible for handling clients' withholding tax IF THEY ACTUALLY CHOSE TO DO SO.

I have three US holdings, two of which are dividend plays. AGNC (bought on a 'hell go for it' day) has a trailing 20% dividend yield. 15% of my dividends at this yield would be £36. My other US dividend holding is an MLP with a 7.5% div yield.

I think changing my provider now on these shares would be costly. But I may well consider a new provider for future purchases. The Daily Reckoner article recommends 'a large reputable broker' and I feel like broadcasting widely that iii apparently fails this definition and shareholders should be warned. The article also notes:
'you can also obtain tax relief “at source” by writing to the relevant tax authorities when you set up your trading account'.
I suppose I could belatedly try this. Though I have already noted that W-8BEN form notes explicitly state the form itself is not to be sent to the IRS.

Meanwhile, I think I'll try some green ink emails to the iii complaints department!
