Oftec and dodgy plumber

OFTEC is not about investigating consumer complaints - it is about safety. If your engineer left the boiler unsafe, that would be different.

GasSafe is the same. I've just taken a quick look at the 'complaints' section of GasSafe website:

We are happy to investigate any gas safety complaints you may have about work carried out by a registered engineer, be it at your property or another address.

The OFTEC website is also clear:

We can help if:

• Work does not comply with building regulations
• The work appears unsafe
• You have other concerns that make you question the technician’s technical competence

We cannot help if:

• The technician or business is not registered with OFTEC
• You have a financial or contractual disagreement with the technician or company

In those cases, you use the normal legal processes for breach of contract.

Fast forward our plumber took our money and left without completing the job leaving a few things not working and leaking.

You make it sound like a stick-up! What you mean is that you chose to pay him despite the job being unfinished. That is never wise whether the work is a boiler, building extension, new roof, or whatever.

I understand you are unhappy, and that you have had problems getting the job sorted, but it is the plumber at fault for poor work/breach of contract (and you at fault for paying him). Blaming OFTEC is simply an expression of your frustration.
