Can I complain for wasting my time and too who ?

The courts with a MCOL Claim, but the bar would be most incredibly high. I wouldn't, like some, encourage you to chase mist to gain, at best, a Pyrrhic victory.

You can also raise the matter with your local Trading Standards Department. I suggest that you write directly to them rather than go through a third party.
