    Personally I am risk averse. We know that doing nothing is a zero risk option.

    We do not know that ITAL isn't a zero risk option nor do we know their decision making process.

    With that in mind I favour the ignoring route at the present time.

    under current legislation , (pofa) the lease co can either pay up (and invoice) or atate the keepers name , that will get past the "unless it is proven " aspect

    I wonder if ITAL 'owner' boxes can be completed with the words 'not the driver nor registered keeper' just to get through to appeal stage, to waste some time.

    It would be interesting to hear precisely what they think owner can be prosecuted for.
