    Try a written/online complaint to Transport Focus about the TOC.

    State that this was their error, they admitted it then lied that there was nothing they could do. Show proof/evidence of what happened, maybe the name of the staff at the station (if you don't know, go back and find out who they were).

    Say to TF that you have since discovered that Indigo are simply the TOC's agents and it is your understanding that any TOC certainly have clout in being able to cancel unfair PCNs caused by their own admin error, and not be any action or omission of you, the passenger. And the TOC - maybe through ignorance - have not bothered.

    Then drag out this case to 6 months by slowly replying at each stage, such as now, forward Steve Clark's email to Indigo and ask them to revisit it as Mr Clark promised...but don't do that for a week or two...

    I am still not sure about ITAL appeals an in my view people should be doing them until we've seen a few decisions. ITAL are not an authority and nor can they conduct Mags Court prosecutions, unless I've missed something. Their website saying they do 'Prosecutions administrative support' means just that - admin/letters.

    Their service is basically admin/paperwork and I fail to see why we would avoid finding out what works and what doesn't work, by way of appeals/disputes, as we did with POPLA from 2013 onwards. It's how we learnt what works.

    ITAL do not appear to be any kind of authority and nothing says their decisions are binding that I've seen. So why not use ITAL (slowly, no fast appeals) to help string cases out to the 6 months.

    CM , the way I see it , is that the person that is appealing is handing there details to a "non authority" whos paymasters are the TOCs , indigo cannot hand details to TOC , Ital can

    the appeals system is set up in such a way that there is ample time for the TOCs to pounce

    hell , lets turn this round , ital can give info to indigo , who in turn can use in house solisitors who will ramp up costs

    Why do you say Indigo can't pass data to the TOC? I say they can.

    I am not worried about ITAL until I have reason to make that decision. I need to see the whites of their eyes first and not second guess them.

    It is reported that ITAL will not allow an appeal from anyone unless the 'owner' details are given including DOB.

    ITAL then have details of the owner that they can freely pass to the Train Operating Company.

    The TOC can then decide whether or not a prosecution should take place in the Magistrates Court.

    If the TOC does decide to prosecute, they can of course get ITAL to do the work if they wish.

    For this reason, I believe there is a very real risk of prosecution if an appeal is made to ITAL.

    Just my opinion of course. I have nothing to substantiate it.

    But why would we put people off 'using' ITAL to attempt to dispute without saying who the car owner was, even if it simply results in some pointless email tennis?

    All good to getting nearer to the 6 months.
