Ebay Fraud

Hi MoneySavers,
I need help.
I have recently had someone hack my ebay account and purchase an ipad to the value of £688.95. The dipstick didn't change the address in time though.
I cannot return the item as the "seller" no longer exists and ebay have confirmed the transaction to be fraudulent. Yet they have refused a refund and told me to contact the bank.
The bank deny the transaction is fraud and refused a refund.
Ebay said contact the police, the police claim its not in their jurisdiction.
Does anyone know where I go from here?

The story doesn't make sense as it is- the seller cant 'no longer exist' if it was bought on ebay then there has to be a trace of the transaction - even if a seller has been NARU'd a trace remains and ebay will be able to see the transaction even if you can't.
I'm also unclear as to whether the ipad arrived and you have it- you mention the address wasn't changed so this sounds unlike any scam I've seen before, it sounds rather more as though someone has had access to your account and been malicious to prank you or something- a true hacker would have been able to get both your ebay and paypal accounts as without access to the paypal account to change the address this can't work.
Can you please say
a) the time line here
b) whether you have the ipad
c) where the funds came from (I'm assuming paypal via a bank account but it is best to be certain)
Just as a reminder as well if you have compromised your ebay security and a purchase was made that you didn't see, then it looks like scammer has access to your email address as well. I have the i pad, the funds came from my bank card not via payapal. The time line as follows.
26/11/18
02:35 Fraudulent purchase made.
02:40 Fraudulent change of email address.
02:41 Fraudulent change of password.
02:44 Welcome to ebay message received.
05:39 Fraudulent attempt to change delivery address.
15:18 Fraudulent Follow up attempt to change delivery address.
16:16 Reply from seller to fraud stating the delivery is going to paypal address.

09:36 Unauthorized use of account email from ebay stating "any associated fees have been credited to my account"

Letter from halifax informing me the purchase is not fraud and that the charges will stand.
07/12/18
18:58 Email from ebay confirming fraud and informing me to speak to Halifax.
23:01 Email to seller informing them off the issue and requesting a return.
08/12/18
08:01 Email from ebay informing me they cannot refund me as this was not a paypal purchase.
09/12/18
00:04 Email from myself to ebay showing the new address has been used in other previous fraudulent purchases.
00:22 Email from ebay stating they cannot contact the seller and it is down to me to resolve the issue. Repeating that the bank should refund me.
Visits and calls to the bank and ebay trying to resolve the situation. Both are playing hot potato with the refund requirement.
Rinse and repeat until the current date and time.0 -
Why did you not simply open a change of mind return request assuming it was a business seller. Also, this is even more worrying as someone has access both to your eBay account and to your bank card . Do you share a house with anyone or do you leave yourself logged in on your device at all where someone has accessed your banking passwords or has your bank card left your sight at all?

I have contacted the seller regarding a return but now I cant even view the sellers profile leading me to believe they dont exist anymore.
My daughter also uses my laptop/tablet.
My card has been cancelled.0
