Tell that to the likes of the former union leader Bob Crow who lived in a 5 bedroomed council house down the road from me on a six figure salary. Now that was an abuse of council housing stock. Someone who could afford buy outright or rent private but refused to, and refused to allow someone in less favourable circumstances to rent the house he wouldn't give up.

That said; I agree there are people who abuse social housing and don’t leave when their circumstances change.
In the good old days, rents were based on a formula that combined local wages and local property values so that, for much of southern England, rents would be set at around 50% of local market rents – even lower in very expensive areas.
Now, councils and housing associations have been told to replace social rented housing with a new product called, confusingly, affordable housing.
Affordable rent will be higher than before, set at up to 80% of the local market rent.0 -

Do you have any idea of how long you have to be on the waiting list for most council houses? No matter how great your need there are many people with needs just as great if not greater. In some areas there are hundreds of people for each property.
There are many reasons people who want/need social housing can't get private housing eg not working, claiming housing benefits, can't get references, not earning enough, can't afford deposit, can't afford referencing, have pets, smoke to name a few0 -

Just want to point this out. What sort of private tenant would want to rent in an area where you can buy a council house for around £22k after the discount? This house is going to be in an awful area. The type of tenant who wants to live in this kind of area isn't going to be the sort that are going to be reliable rent payers.0
