OK so I had another try with the Nov 16th release...wiped all partitions, installed ROM then Gapps Pico (without rebooting) and it's hung at the blue arc/circle animation again. I'll keep plugging away...0

Once you've installed Lineage and GApps, try wiping the cache and dalvik cache, before rebooting.0 -
OK here's what I'm doing:
1. Wipe...Advanced Wipe...select Dalvik / ART Cache, Cache, System, Data, Internal-Storage
2. Go back to top level menu and install Lineage OS (Nov 16th release)
3. Go back to top level menu and install Gapps Pico
4. Wipe cache/dalvik
5. Reboot (and select options to Prompt to install TWRP app if not installed, and to install it as a system app)
...and the phone hangs at the blue arc/circle animation every time.
I've downloaded the ROM (Nov 16th version) 3 times.

I'd try NOT installing the TWRP app. You probably don't want/need it anyway.I've downloaded the ROM (Nov 16th version) 3 times.

I know you didn't want to enable root access, but I don't think it would cause any problems (for the reasons I mentioned previously). But IF you did, the first thing I'd do is install AdAway. You can use it to block adverts and tracking, which will speed up web-browsing and use of ad-supported apps:
