Hello all,
The car in question is usually parked in an underground car park controlled by MPC. There is usually a permit displayed in the window, this particualar night the permit couldn't been seen.
A notice was stuck to the window showing a website, when logging into this site there is a £60 charge and plenty of pics.
Does the driver have any options here? The permit is included in the rent of a flat.

Where did this alleged deed take place? Residential car park, hospital, retail outlet, work?

It is the will of Parliament that these scammers be put out of business. Hopefully that will take place in the near future. The Bill has passed through the HOC without hitch, and goes to the Lords soon. In the meantime involve your MP, the poor dears are buckling under the weight of complaints about these scammers. This is an entirely unregulated industry which is scamming the public with inflated claims for minor breaches of alleged contracts for alleged parking offences, aided and abetted by a handful of low-rent solicitors. Is has been suggested by an MP that some of these companies may have connections to organised crime.
Parking Eye, CPM, Smart, (especially Smart}, and others have already been named and shamed in the House of Commons as have Gladstones Solicitors, and BW Legal, (these two law firms take hundreds of these cases to court each week), hospital car parks and residential complex tickets have been especially mentioned. They lose most of them, and have been reported to the regulatory authority by an M.P. for unprofessional conduct
The problem has become so widespread that MPs have agreed to enact a Bill to regulate these scammers.
Sir Greg Knight's Private Members Bill to curb the excesses, and perhaps close down, some of these companies passed its Third Reading in late November, and, with a fair wind, will become Law next year.
All three readings are available to watch on the internet, (some 6-7 hours), and published in Hansard. MPs have an extremely low opinion of the industry. Many are complaining that they are becoming overwhelmed by complaints from members of the public. Add to their burden, complain in the most robust terms about the scammers.You never know how far you can go until you go too far.0 -

I was on holiday just after I posted this, that's why I haven't replied.
I'll give the newbie thread a good read when I get home tonight.
The parking lot is a residential one, dedicated to the flats where I am living.
There has been another development with the charges...
There is also a motorbike parked in the lot, in the bike racks. The bike was given a ticket, even though it wasn't in a spot. A NTK was posted to the flat, though the bike isn't registered there. Owner of the flat replied stating it was their bike and argued that it should be allowed to park there as it's not blocking anything.
Now, the owner of the flat genuinely isn't the keeper of the bike, but they stated that they were. What the hell happens here then? I know you're not supposed to admit ownership like they did, but they actually don't own it.
Also, they've posted the NTK to the flat after she replied to the NTD, so they must not have the actual details of the bike as nothing as turned up to it's address.
p.s it is VCS.0 -
The owner of the car still has no NTK. Can you just ignore if this doesn't arrive?0

The NtK should arrive within 14 days, by post, to the registered keeper.0 -
So I've got a ntk for the bike, the party that admitted responsibility has appealed saying that the bike had been added to the permit as authorised to park, Then they said that wasn’t done till after that ticket date so it is invalid.
Mpc are now sending a letter saying that the charge is past appeal date, and after the 28th of Dec a ccj will be issued.
I'm trying to appeal but they've taken the option off of the portal and only have the option to pay.
What are my next steps here? The original appeal was denied and I'm getting pressured to pay by her as she doesn't want a ccj on her name.
I know I've stupidly left it too late but I'd really appreciate some help here.0 -
These scammers cannot just issue a CCJ they would have to issue court papers you would have to lose, then fail to pay for that to happen.
The options now are pay, (not recommended) or ignore and see what happens which may just be scrap paper from more scamming debt collectors.0 -
So the next step won't affect her credit rating etc.?
Is there anyway I can transfer the liability onto myself? I'm happy to ride it out, I just don't want her getting any flack for my ticket.
Apparently when she appealed it she says "It says at the bottom by submitting this appeal the appealant claims responsibility and liability for the vehicle in question being parked there at the time and date listed on the evidence"0 -
