    Complain to the BPA and DVLA that the scammers have supplied false information and misrepresented the wording of the PoFA 2012 by adding "UK".

    Also complain about their use of the word "must" in the sentence, "this must include their full name and serviceable UK postal address." There is no such statement in the PoFA either.

    The actual wording from Schedule 4 of the PoFA is: -

    (1)
    In this Schedule—
    “the appropriate national authority” means—
    (a)
    in relation to relevant land in England, the Secretary of State; and
    (b)
    in relation to relevant land in Wales, the Welsh Ministers;
    “the creditor” means a person who is for the time being entitled to recover unpaid parking charges from the driver of the vehicle;
    “current address for service” means—
    (a)
    in the case of the keeper, an address which is either—
    (i)
    an address at which documents relating to civil proceedings could properly be served on the person concerned under Civil Procedure Rules; or
    (ii)
    the keeper’s registered address (if there is one); or
    (b)
    in the case of the driver, an address at which the driver for the time being resides or can conveniently be contacted;


    The PoFA does not specify that the address must be within the UK.

    Copy the scammers in on your complaint and await a response from the BPA and DVLA.

    You should also complain to your MP about this unregulated scam.

    Ignore their email and wait for your POLPA code; but do send a complaint to the BPA as advised by fruitcake.
  • Even though my address is in another country, I still need to send a complaint and get a POPLA code? We're venturing into "don't have time" territory here. I was told I could send one email and basically forget it/"laugh".

    You could have knocked out a complaint email in the time it has taken you to come back here and ask for advice.

    We are volunteers who help about a hundred cases a day. It would be nice if some of the people we help helped us every now and again by making the complaints we have suggested.

  • Hi everyone.

    I have now received a letter from PP citing this thread in full (please read it back before offering any advice so that you know what's been said). What is the advice now please? They also say they intend to serve papers on me in Germany by email or to my German address and that the case be heard "without a hearing based on written representations".
