Private parking notice but leaving the country - what to do?

Hi guys
I've read the newbies thread but, as the process to not end up paying the fine seems quite long and drawn-out, I wanted to ask advice about what I should do in my circumstances.
I have received a Parking Charge Notice from Premier Park relating to two weeks ago. I believe you can park in the pay and display at my friend's place for 3 hours without charge, but I parked for 3 hours 26. So no complaints from that perspective - I overstayed. They are charging me £60, going up to £100 after 14 days.
The thing that makes my case "different" is that I am leaving the country to go and live in Germany sometime around New Year. So, my options seem to be :
1) My gut reaction was just to pay it (but I could really do with the money so here I am!)
2) Appeal using the blue text in the sticky thread (but that probably takes time which I don't have as I leave my address soon)
3) Ignore it (but I really don't know how that affects my rights)
I will be selling my car to my brother, and obviously someone will be moving into my address so I don't really like the idea of them getting all my red letters etc. And if there's any chance of my brother encountering any issues as the next owner of the vehicle, I'll just pay it. Is there a chance of this? If they got my details, they can get his right?
Any advice would be greatly appreciated! I really don't know how my intention to leave the country affects things. I really, really don't want to have to go through anything legal - I have enough stress in my life as it is with the move to Germany.

do you have a fixed address in germany that you are able to collect mail from , or have scans of them sent to you0

Definitely appeal giving your German address as your permanent domicile (not saying you 'are going to move').
Just give a German address and appeal.

I do know where I'll be living, so I'll just appeal giving that address as you suggest. Thanks. Do you think the German address will put them off any potential court action? Or is that already really unlikely in any case? I should use the blue text in the newbies thread exactly as it's written there, correct?0

It will make you untouchable.
Don't rush it though, you should be stringing this out and appealing on the last day to do so (day 27 or 28 in your case, from the 'date sent/issued' - i.e. appeal well into December) so that it gets so near Christmas it might take PP a few weeks to reply in early January.
DO NOT reply in haste when you do get PP's usual reply to appeal, which in your case might demand 'proof' that you live abroad...utility bill, etc. Again, string it out until you can show something that proves your domicile. No saying ''I haven't moved yet''!
You should also, once in Germany, email the PPC's Data Protection Officer (see their PRIVACY webpage) to make sure they have erased the old UK address from their records, as required under the GDPR. Insist. Then you know you are safe.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

in this case I would not do an appeal , I would simply inform them of the drivers new address (and email) , thus discharging liability of stigmanix UK and telling them to contact stigmanic DE0

I have bookmarked this thread (and the page with Premier Park's DPO details for after I've moved) and will do just as you say - appealing via email in the first instance. Reminder set for the 13th! And I guess I'll stick to the blue text in the sticky...0

views differ , and if you appeal via the site with the blue template , you will be doing as a UK citizen , will you have mail forwarding to germany when you move?
the inability to reply to later letters could result in a court claim (based on your last known address) , and although not enforceable in germany , could be both time consuming and costly to rectify , should you return to the UK (as a resident) on next 6 yrs
please await other views , I am happy to be shot down if wrong0 -
Read Andrew Gogun's thread at the top right now and you will see how underhand this lot are. It seems that PP are following/stalking people on this forum and making copies of posts (so what) and accusing vicims of getting dubious advice from us (LOL!).
Sooo worried they must be, by our 99% win rate that they look to be paying someone to sniff around the forum.
In your case I was thinking you do not need to use the template appeal and should just be saying 'sod off I am permanently living in Germany'. And yes, they will work out who you are from this thread. So what really?

Thank you cat, I will await further views. My concern regarding the blue text is that I was 26 mins over, more than any 'grace period'. Also the letter has photos of my car and an explanation that it's due to non-payment. It isn't really a vague template at all.0

In your case there is no point using a template, and every point in waiting a bit, then sending an appeal that mainly says there is no contract and no keeper liability and you live abroad, and here's the address.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
