I have a PCN from Manchester City council. I checked before I parked, no signs, meters or markings at all anywhere on the road. I checked again when i returned and saw the PCN, nothing we could see. I took photos up and down both sides of the street
The PCN states parked longer than permitted.
The photos show about 8 pictures of my car, none with any parking signs. Then 1 picture of a sign high up partially covered by a tree leaves and branches. Its not possible from the image to determine if the sign is actually at the same location because background is mostly fence and clouds , but it probably is and is just not visible from where you park. The sign says residents or 3 hrs , no return within 1hr.
Also all images show the time as 15:30 - 15:33, yet the ticket says observed from 12:32, which is a lie, we parked around 13:45.
I appealed based on no visible signs but I know they will reject the appeal. Also it only let me upload one image.
What do I do now to get it overturned ? Theres no way I want to pay it but from experience these PCN's are very hard to overturn after appeal and will ultimately be dealt with by by paper in Peterborough magistrates and you have to sign saying you had an appeal and then cannot use a defence that you disagree with the appeal. It seems if they accept the operators version of events you lose.
Also how do I get revenge on the person, Id like to get him at least a verbal warning for lying about the times and get someone at the council to be accountable for the bad sign - if it even is at the that location.
Also the PCN clearly says, under the appeals section, of you are unable to write or email call this number, but on the number they wont accept appeals over the phone, are they allowed to do this ? Seems they are attempting to comply with either their accessibility policy or the the disability discrimination act on the ticket, but then offering no actual alternative for people who cannot write and have no internet access.

We tend to specialise on private parking here.
For council tickets you would be better off on Pepipoo.com.

They are the only two showing any type of sign/restriction. Others are just of my car and others on the street with no bays marked, no dotted lines, no signs etcThe greatest prediction of your future is your daily actions.0 -

OK sure. I diddnt realise that, I thought you advised on council PCN's and Private ones. I know the processes and advice are very differentThe greatest prediction of your future is your daily actions.0 -
Just taken a look on Street View. There appears to be free on-street parking in marked bays.
The signs appear to be non-compliant as they are missing the 'P' symbol. Plus you could appeal on the basis that the time stated on the PCN does not correspond with the time you actually parked or the times on the images thus "the contravention did not occur".
From your post, it appears that you have yet to appeal so aren't you jumping the gun a little? Can't see a problem in getting this dismissed at the first stage TBH.PLEASE NOTEMy advice should be used as guidance only. Most members on here specialise in private parking matters but there are a few of us who have experience in council ones as well.
Unfortunately I can't open your image links. Are you able to use a trusted image hosting site such as photoshop?PLEASE NOTEMy advice should be used as guidance only. You should always obtain face to face professional advice before taking any action.0 -
