The OP wanted drinks, they were offered further drinks in their room but declined this offer and decided to leave. If the hotel wanted to argue the point (and it seems they didn't) then this is what they would have stated. Both drinks and the room were available.

...Despite very polite protestations drink was refused, even water. We were told we could only order and have it in a bedroom, with a service charge.
They can refuse alcoholic drinks at their discretion (happens quite often on flights). However, they must serve water (any place that sells alcohol must do so). They can charge for the glass or service when serving tap water.
I complained to the hotel and after an investigation they have agreed we were treated incorrectly and the staff involved have been referred to HR for disciplinary actions.
Write to the Newspaper (DAily Telegraph, Daily Mail, Guardian) Consumer section. They may well take up the matter on your behalf. Hotel will not want the adverse publicity so may cover the cost of the room and pay compensation.
I always thought we had credit card protection for faulty goods or services - in fact we always use credit cards for this reason. However, they now say they will not withhold payment or request refund (the fee has gone through) - we even paid the taxi fare via the card which they initially said was proof we hadn't stayed at the hotel. Are they right?
Was the bar part of the hotel?. I presume it was, as they offered to send the drinks up to your room (with service charge). If so, you may well have a strong case. As a paying customer you have the right to be treated with respect, politeness, and in a civil manner.

It's no good them [STRIKE]not[/STRIKE] offering you any sympathy afterwards, for something clearly their staff are responsible for.

Is anybody else dying to see the TripAdvisor review the OP left? Wish he'd post a link.

I'd rather see his Twitter account, and how many muppets follow him.

I also use it to socialise excellent service and products/places. it's a sort of 'wings and roundabouts' tool.

You have to be careful that you don't set a president if you're going to do that.

I don't think we've got enough clues to be able to narrow it down, and there are far too many other miseries out there complaining about being refused service for being too drunk.
(Although I could be wrong, I often am.)
