Parking ticket

Hi
I received parking ticket in Harlesden plaza car park.
It was a bank holiday and I thought it would be free.
I just popped in Tesco and was there 10.56 to 11.14.
I appealed to them as I did not receive a reply I called to see and was informed they did not receive it and to appeal on there website. The operator informed me I have plenty of time so appealed again. When I called them back few weeks later they informed me they replied to me via email. I informed them I had not received it and may have gone into my junk mail. I hardly check my junk mail as you get so many emails in junk. I trailed through my junk mail and found the rejection letter. I spoke to Popla who advised me to get new ref number from them and they have refused. What can I do? Do I have to pay. I think it’s unfair as they want to charge 170.

Everyone is politely asked to read up on this in the Newbies FAQ thread near the top of the forum before starting a new thread

Go there now to get an understanding of the game you are now caught up in

You are now in the wait and see/debt collectors stage - see #4 in the FAQ

Throughout here you are advised never to reveal who was driving

You need to edit your post to remove details of who was driving

It's never a good idea to 'phone a PPC.
Why would you assume parking is free on someone else's land?
Did you give away the driver's identity when you appealed?

What happened when you complained to the store manager?

Have you read the sticky thread for NEWBIES yet? This explains how the whole unregulated parking industry works.

What is the name of the PPC please?

If Tesco can't or won't help, you can try to ask the PPC to give you a PoPLA code, quoting from the Alternative Dispute Resolution 2015 that states ADR must be made available for not less than one year.

Other than that you are in ignore mode unless you get real court papers.
The Newbies explains why it is safe to ignore debt collectors, but not court papers.

  • The name of the PPC is LCP.
Popla have advised they can’t use expired code and the company have refused to provide an alternative.

So ignore them. You should have appealed online, or with proof of posting.

It's only LCP at Harlesden Plaza, a well documented site. The signs are unclear & useless and LCP are not known to do anything except send debt letters.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

OP, have you used your real name as your forum username?

Then your really should ask MSE to change your username to something totally anonymous.

To help with that, you might like to read this short extract from The MSE Forum Guide - Frequently Asked Questions & Rules:
    Q. How can I change my username?

    A.
In most circumstances, this is not permitted.

The only reason we will change your username is if it puts your privacy at risk. This usually means you've inadvertently registered using your name, email address or something that gives away your identity within your username.

If you fall into this category, email forumteam@moneysavingexpert.com and request that it is changed, giving three alternative usernames in order of preference.
  • Ok so I have now been contacted to say it will go to solicitors.
I have contacted the company to see if they can come to an agreement as £170 is outrageous. They have refused. Why are these private companies not have a reasonable limit of what they are allowed to charge it's so unfair and no one to hear your voice. I'm so angry I thinks it's robbery charging what they want and nothing can be done.

Saying it will go to solicitors is not always the same thing as a proper LBC - who does the letter come from, the PPC or a debt collector?

Either way, you do need to get yourself ready to submit a proper rebuttal or to treat a debt collector in the way they deserve by following the advice in the Sticky.

As for why they can - The High Court decided that this was no more than you would spend on lunch, so it was ok. Yegods...!
  • why have you not complained to bpa about there refusal to send new code ?
  • I didn't know ...I've been liasing with popla, citizens advice I will most definitely give them a call....I guess that's my last hope.

I know it's ridiculous something needs to happen but no one really cares despite thousands of people complaining.
  • Where can I find the sticky sorry newbie
